Email your city council using the No Kill Advocacy Center's model policy
High impactThe Companion Animal Protection Act (CAPA) is ready-made model legislation that requires shelters to post outcomes publicly, work with rescue partners, and exhaust alternatives before euthanizing. You can literally attach it to an email to your city council or county commissioners.
Submit public comment to a city council meeting โ even one that isn't yours
High impactMany councils now accept written or virtual public comment on shelter contracts. If a specific shelter is in the news for high kill rates, a flood of respectful, factual comments genuinely moves elected officials who are sensitive to public pressure.
