Two different things happen to every action on this site, on different schedules, by different means. They are labelled separately because they mean different things — and because one of them is a robot that only knows whether a page loaded.
Every night a script requests each of the 40 outbound links on this site and records the response. A link that fails is retried, more slowly, before anything is flagged — a single timeout is not evidence a page is gone.
What this proves: the URL still responds. That is all.
What it does not prove: that the petition is still open, the bill is still live, the volunteer role is still vacant, or the page still says what it said when a person last read it. A dead campaign with a working webpage passes this check.

Separately, a human opens the linked page and checks that the action still describes reality: the campaign is active, the described role exists, the claim in the description is still supported. Each action carries its own review date, because they are not all reviewed on the same day.
This is the slower, weaker guarantee. It is done by hand, without a fixed schedule, by the small number of people who maintain this site. An action reviewed months ago may well be stale even though its links pass every night.

Stale, broken, or misleading actions are worth reporting — especially the kind the nightly robot cannot see. Corrections are the main way this stays honest.
